The social leasing of electric cars soon back: what will be the modalities?

Social leasing allows you to have an electric car by paying a monthly rent, without having to buy it in fine. The lease must last at least 3 years. This rental mechanism reserved for the most modest households had been set up, for a first wave of car orders, between 1er January and February 15, 2024. It is renewed for a new edition from September 30, 2025. Service-Public.fr outlines the terms and conditions.

Social leasing is a support system for the long-term rental of electric cars. In order to benefit in 2025, the following conditions are required:

  • your reference tax income per share must be less than or equal to 16,300 € (for the year 2025, this is your reference tax income shown on your tax notice of 2024 in respect of 2023 revenues);
  • the part of the journey between your home and your place of work, which is carried out exclusively with your personal vehicle, must be strictly greater than 15 kilometers; or you must carry out more than 8,000 kilometers per year in the course of your professional activity with your personal vehicle.

The social leasing system is applied in the context of a long-term lease (LLD) or a lease with option to purchase (LOA); in both cases, the duration of the lease must be at least 3 years. At the end of this contract, you must return the vehicle or buy it at its residual value (this is the amount of the car at the end of the rental contract, taking into account the depreciation of the value of the vehicle).

The amount of rent to be paid for the rental of the vehicle will depend on the car model you choose. As part of the 2025 edition of the social leasing, this rent will necessarily amount to less than €200 per month (this does not include the cost of insurance, nor the price of options or additional services). In 2024, the rent charged by car rental companies was necessarily less than €150 per month.

In the new edition of social leasing as in the previous one, you have no initial financial contribution to be paid.

In the 2024 edition, social leasing depended on the state budget. It is now dispensed through an Energy Savings Certificate (EWC) scheme, a mechanism that obliges energy suppliers (electricity, gas, fuel oil, etc.) to finance actions to reduce energy consumption and improve energy efficiency.

You can no longer combine social leasing with the ecological bonus for the purchase or rental of an electric car, which is now also dispensed via energy saving certificates.

How to order a car with social leasing in 2025?

Orders for electric cars with social leasing will be possible from 30 september 2025.

You will be able to choose from the different models of electric cars offered by the rental companies, which meet the eligibility conditions of the device (subject to the availability of vehicles). Each renter will have offer at least one car for less than 140 € per month among its initial selection of vehicles.

You can book a car, at your choice:

  • directly from an agreed lessor;
  • on the dedicated platform, which will be put online at the opening of the 2025 edition of the social leasing (you can find the list of all the rental partners of the device).

You will have to agree with the lessor, and/or the concessionaire mandated by the latter, the terms of recovery of the leased vehicle.

The electric cars that can be rented under the scheme must, in particular, achieve a minimum environmental score and have an acquisition cost of less than or equal to €47,000 including tax.

Please note

The objective of the new social leasing program, which starts on 30 September 2025 and will end on 31 December 2030, is to financially support the rental of at least 50,000 electric passenger cars by modest households. At least 5,000 of these cars will have to be allocated to people whose home or workplace is located in a low-emission zone (LEZ), i.e. in a municipality where air quality needs to be particularly improved.

Nearly 50,000 orders for electric vehicles had been placed under the first edition of the social leasing, which took place between 1er January and February 15, 2024.
