Introduction of the regional and rural mobility payment (VMRR)

In order to support regional transport initiatives (regional trains, etc.), the 2025 Finance Act introduced the possibility of introducing the regional and rural mobility payment. This is in addition to the standard mobility payment paid by employers.

The regions of metropolitan France (except Île-de-France and the overseas departments) and Corsica can now introduce a mobility payment for companies with at least 11 employees.

The rate of this payment is capped at 0.15% remuneration subject to social contributions paid by the company to employees.

The arrangements for determining the basis of assessment, recovery, reimbursement and exemptions for this new mobility payment are identical to those for the traditional mobility payment already applied in the municipalities.

Finally, the deliberation establishing the mobility payment (traditional or regional and rural) must now indicate the mobility services justifying the payment rate chosen.

Please note

Currently, 2 regions have introduced the regional and rural mobility payment (rate set at 0.15%):

  • the Provence-Alpes-Côte d'Azur region, throughout its territory;
  • the Occitanie region, on a list of municipalities.
