There are several methods for searching for published public procurement notices. Browse publications or specialized sites, look at the Place platform or buyer profiles or set up an electronic watch are all possibilities.

Companies can consult the public service procurement projects.

A public procurement project is a prospect of public purchase. It may evolve at any time until the publication of a call for tenders on a dedicated site.

Public purchasers (State, public establishments, hospitals and local authorities) may decide to publish their procurement plans on the consultation portal APProch. He is open free of charge companies and public purchasers.

Depending on the type of contract and its value, public purchasers must publish their contract notices more or less widely. This ensures fair access to information for all companies.

Public purchasers are obliged to publish their contract notices from €40,000 HT for supply and service contracts and from €100,000 HT for works contracts. If it's an innovative purchase, there's no mandatory advertising up to the €100,000 HT.

Warning  

The threshold of €100,000 for works contracts is a temporary threshold. It is valid until December 31, 2024.

Where the value of the contract is between €90,000 HT (or €100,000 HT for works contracts) and European thresholdsHowever, market advertising is most often done at BOAMP: titleContent or in a Shal: titleContent . Publication in a specialized journal corresponding to the economic sector concerned or in the Official Journal of the European Union (OJEU) may also be made by the public purchaser if he so wishes.

Beyond the European thresholds, advertising is mandatory at the BOAMP and in the Official Journal of the European Union (OJEU).

Place, a platform for the dematerialization of public procurement procedures

Place is the platform for the dematerialization of public procurement. Publication on the spot is mandatory for government contracts from €40,000HT: titleContent.

It enables companies to consult and respond to government contracts (central administration, departmental or regional directorates, public institutions, independent administrative authorities).

Buyer Profiles, Platform for Dematerialization of Public Buyers

The buyer profile is a dematerialized site that the public buyer uses to make its public purchases. It is, in other words, a virtual "trading floor" or "trading floor".

Public purchasers (local authorities, local public establishments, etc.) are required to have a buyer profile. They can also join forces to form a common platform.

This platform must be free access and propose the features following:

· Publication and consultation of contract notices

· Provision of market consultation documents (formerly known as the company consultation file or DCE)

· Submission of applications and offers

· Questions and answers with buyers

· Secure messaging for contract notification

· Publication of key procurement data (contract award data)

Each region has a platform for the dematerialization of public procurement.

Companies can put in place a watch to better target the procurement notices that correspond to them. This watch may cover a limited geographical area or a sector of activity.

Legal ad logs, the official website of the European Union (ted.europa.eu), the Place platform and certain buyer profiles allow you to record search criteria for selecting contract notices.

Likewise, buyer profiles offer an alert system. Subscribers receive emails with new ads matching their search criteria. For contracts exceeding €90,000 HT, the buyer profile has the advantage of grouping advertising and consultation documents which include more comprehensive information.

Of private businesses propose a pay-per-view service commercial. They obtain the consultation documents and provide them to their clients. They also sometimes offer an online service to search for notices of public contracts

Companies can also visit the institutional site of public buyers.

Indeed, some public buyers use their websites to publish the following:

  • List of pending procedures
  • List of contracts concluded in the previous year
  • Link to their buyer profile

However, it is not an obligation.

Moreover, this method of information requires economic operators to check the website or the profile of purchasers of each public body, without being sure of finding a contract notice concerning them.
