When to make a prior declaration of coordination on safety and health protection (SPS)?

You are the developer a building site or civil engineering site. Several companies or self-employed workers are involved in this project. You need to coordinate on safety and health protection (SPS). When the expected duration or volume of work on the site exceeds certain thresholds, you must send a declaration to the inspection and prevention agencies. We're doing an update on the regulations.
Safety and health protection (SPS) coordination takes place on building or civil engineering sites where several companies or self-employed workers are involved. It also applies to subcontractors working on the site.
The role of SPS coordination is to:
- Prevent the risks arising from their simultaneous or successive interventions
- Where necessary, make provision for the use of common resources such as infrastructure, logistical resources and collective protection
You must organize this coordination for any operation in the building or civil engineering sector involving several companies or self-employed workers by appointing an SPS coordinator. You must ensure that its tasks are carried out properly.
You must send an SPS coordination statement to the inspection and prevention bodies in the following cases:
- Duration of work greater than 30 working days and foreseeable strength which exceeds 20 workers at any time during the work
- Expected volume of work of the operation greater than 500 man-days
FYI
the number of man-days is a workload indicator corresponding to 1 working day for a person.
It is calculated as: number of months x 20 working days x average number of workers per day on the site.
Example :
3 months of construction with 10 workers equals 3 x 20 x 10 = 600 man-days.
The number of employees shall take into account all persons from the companies involved in the construction site, including self-employed and subcontractors.
You must send the prior notification to the inspection and prevention agencies on the date of filing of the building permit.
For an operation without a building permit, you must submit the declaration at least 30 days before the actual start of work.
You must send the declaration to three bodies. The organizations vary depending on whether the site is located in Île-de-France or not.
