Employer mobility plan

The companies of 50 employees or more on the same site located in an agglomeration of more than 100,000 inhabitants must develop a employer mobility plan. Its objective is tooptimize andincrease travel efficiency linked to the activity of the company, in particular those of its staff, in order to reduce the pollution generated by transport. It must be sent to the built-up area.
In all agglomerations more than 100,000 inhabitants, there is a mobility plan. The mobility plan determines the principles of organization of the mobility of persons and the transport of goods, traffic and parking in the agglomeration.
The list of the agglomerations concerned and the municipalities they include is available in a order available on Legifrance.
In all the municipalities located in these agglomerations, the employers of 50 employees and more on the same site must develop a employer mobility plan.
Warning
Employers with at least 50 employees on the same site must develop an employer mobility plan that integrates all sites in their company, including those with fewer than 50 employees.

The employer mobility plan aims tooptimize andincrease the effectiveness of travel linked to the company's activity, in particular those of its staff, with a view to decrease :
- Some greenhouse gas emissions
- Some emissions of air pollutants
- From the congestion of infrastructure and means of transport (traffic jams, etc.).
It shall encourage and facilitate the use of:
- Some public transport
- From carpool
- Some active mobility (walking, cycling, etc.).
It also aims to raise awareness staff working to improve air quality.

Content of the employer mobility plan
The employer mobility plan must be prioritized developed during the annual negotiations on professional equality between women and men and on quality of life and working conditions.
In theno agreement, it is prepared by the employer. In particular, it may cover the costs of personal transport for employees, by making them benefit from the sustainable mobility package.
Please note
Companies located on a same site may establish a joint employer-to-employer mobility plan, which has the same objectives.
Content of the employer mobility plan
The employer mobility plan shall:
- Evaluate the transport offer existing and planned
- Analyze Displacements between home and work and business travel
- Understanding a adapted action program the situation of the institution, a financing plan and a timetable for the implementation of the actions
- Specify how sound tracking and its updates will be insured.
The action program may in particular comprise measures concerning the following points:
- Organization of work, teleworking and flexibility of schedules
- Logistics and deliveries of goods
- Promotion means and uses of alternative transport to the individual car :
- Public transport
- Carpool
- Carsharing
- Bike
- Walk.

Agglomerations must inform the companies of their territory of the content of their mobility plan (that of the agglomeration).
Content of the employer mobility plan
The employer mobility plan must be sent to the Mobility Organizing Authority (AOM) territorially competent (the agglomeration in which the company is located). One list of AOMs is available.
Example :
Puilboreau, in Charente-Maritime (17), is located in the agglomeration of La Rochelle.
A company located in Puilboreau with an employer mobility plan must send it to the town hall of La Rochelle.
