Regulated Electricity Sales Tariffs (TRVE)

Verified 29 July 2025 - Directorate of Legal and Administrative Information (Prime Minister)

Very small companies (VSE) of less than 10 employees and annual turnover, revenue or balance sheet less than 2 million euro may benefit from Regulated Electricity Sales Tariffs (TRVE) offered to individuals. These rates are regulated by the State.

The Regulated Electricity Sales Tariffs (TRVE) are a set of State-regulated electricity sales tariffs. Other tariffs exist, freely set by electricity suppliers: market offers.

There are 3 different regulated tariffs:

  • The tariff ‘ blue ”, the most common, is proposed for any site connected in low voltage (connection voltage of 1 kilovolt or less):
    • Either located in Metropolitan France whose maximum subscribed power is not more than 36 kVA
    • Either located in overseas.
  • The tariff ‘ yellow ” may be offered for any site connected in low voltage (connection voltage less than or equal to 1 kilovolt) and whose maximum subscribed power is greater than 36 kVA.
  • The tariff ‘ green ” is proposed for any site connected in high voltage (connection voltage greater than 1 kilovolt).

Please note

In French Guiana and to The Meeting, a specific EVTR may be offered to consumers whose power subscribed is less than 3 kVA for isolated sites low voltage connections to a microgrid. This network shall not be connected to the main public distribution network.

The companies which, on the whole french territory, respond to all of the following criteria TRVEs may be granted to:

  • Employ less than 10 people
  • Of which the turnover, the receipts or the total of balance sheet annual are less than 2 million euro.
  • Only for their sites subscribing to a power of 36 kilovoltamperes (kVA) or less.

The company who signs a new contract to regulated tariffs must first prove that it meets these criteria.

Companies that do not meet these criteria are not eligible for EVR. They must therefore choose a market offer, the tariffs of which are freely fixed by the electricity suppliers.

The company that has signed a contract at regulated rates is responsible from:

  • Ensure that the eligibility criteria are always met
  • Terminate the contract at the regulated rates when it no longer meets these criteria.

FYI

Any company can benefit from the contract offers as part of its subscription to an electricity contract.

The national energy ombudsman makes available to individuals and professionals a electricity bid comparator, which integrates offers with EVRs:

Each price category (blue, green and yellow) can include several options and price versions, to suit the subscriber's needs.

Each option or tariff version includes a fixed share and, by tariff period, one share proportional to the energy consumed. These two components are:

  • Of a subscription or a annual fixed premium in euros per year and, for some subscriptions, in euros per kVA
  • Of a unit price of energy supply, referred to as the ‘energy price’, expressed in euro cents per kilowatt hour (kWh) for flows that are not self-consumed, for each tariff period.

The amounts of the 2 shares depend on the following:

  • Power(s) subscribed by the subscriber (expressed in kVA)
  • Voltage at which energy is supplied (expressed in volts or kilovolts)
  • Mode of use of the power during the year, in particular as regards the period and duration of use.

Companies that do not have an advanced meter (e.g. Linky) and have not communicated a consumption index to the Enedis distribution system operator for more than 12 months may be obliged to pay a subscription surcharge.

Companies participating in an operation of self-consumption have specific prices.

Regulated electricity sales rates are posted on the internet by electricity suppliers at regulated tariffs or by any other means available to customers.

They are communicated by these operators to any customer who requests them.

Warning

Regulated rates are reviewed at least once a year, up or down.
