Mandatory charging infrastructure for electric vehicles

There are several obligations regarding the establishment of charging infrastructure for electric and hybrid rechargeable vehicles in the parking spaces of more than 10 places. Certain obligations concern the pre-equipment parking spaces. Others concern the installation of charging stations. We're explaining the regulations.

The obligations mentioned in this sheet relate to the Metropolitan France, Corsica excluded. In parking lots located in a non-interconnected zone (ZNI) in the continental metropolitan network, the obligations are specified in the multiannual energy programming (EPP).

Parking lots concerned

An obligation to pre-equipping of parking spaces and charging stations concerns buildings:

  • That include more than 10 parking spaces
  • Which are for non-residential, residential use, or mixed
  • Or in the case of construction of a new building
  • Or in the case of major renovation including the parking lot or electrical installation of the building.

FYI  

A renovation is considered to be significant when the amount of renovation is at least 25% the value of the building, excluding the cost of the land.

The obligation relates to parking lots located:

  • Inside buildings that have been built or renovated
  • Either outside these buildings, provided they are on the same land unit that these buildings and that they have a functional relationship with them, that is to say that it benefits the users of these buildings.

The obligation does not apply :

  • Parking lots dependent on buildings owned and occupied by companies less than 250 employees and:
    • Balance sheet less than €43,000,000
    • And/or turnover less than €50 000 000
  • Nor to other parks where, in the case of major renovations, the cost of the charging and connection facilities is more than 7% the total cost of the renovation.

Infrastructure to be settled

The obligations differ depending on the use of the building:

Non-residential

Parking lots in at least 10 locations of non-residential buildings shall, when constructed or undergoing major renovations, include:

  • At least 20% pre-equipped slots
  • And 2% pre-equipped locations (and at least 1 pre-equipped locations), are dimensioned to be accessible to persons with reduced mobility (PMR.)
  • And at least 1 slot, whose size allows access to PRMs, is equipped for recharging plug-in electric and hybrid vehicles.

Please note

In parking lots with more than 200 parking spaces, at least 2 parking spaces shall be equipped for recharging plug-in electric and hybrid vehicles, one of which is reserved for people with reduced mobility.

Residential

Parking lots in at least 10 locations in residential buildings must, when constructed or undergoing major renovations,

  • Pre-equip all locations parking facilities
  • Ensure that equipment for charging electric and plug-in hybrid vehicles allows for individualized consumption statement electricity.

Please note

For car parks in mixed buildings with 11 to 20 locations, the applicable requirement is the majority use of the park.

For those of these same buildings with at least 21 locations, the obligations apply to parking locations proportionally the number of spaces reserved for non-residential or residential use.

Example :

A mixed-use building has 80 locations, of which 44 are for residential use (dwellings) and 36 are for non-residential use (offices).

The following infrastructure must be settled on the parking spaces of this building:

  • In accordance with the regulations applicable to customs residential : 44 locations must be pre-equipped and allow for an individualized counting of electricity consumption.
  • In accordance with the regulations applicable to customs non-residential : at least 20 additional slots need to be pre-equipped, of which at least 2 are designed to be accessible to persons with reduced mobility (PRM). In addition, at least one location shall be accessible to PRMs and equipped for charging electric and plug-in hybrid vehicles.

Routing of electrical energy

The pre-equipment of a parking space consists of the installation of:

  • Of conduits for the passage of electric cables. They must be sized to allow a square passage of at least 100 mm side.
  • Of power and safety devices necessary for the subsequent installation of charging points for rechargeable electric and hybrid vehicles.

The pre-fitting of a parking space must make it possible to provide electrical energy at the charging point. The electrical energy shall be delivered:

  • Either by a low voltage switchboard the indoor electrical installation of the building, located downstream of a specific or non-specific delivery point to the electric vehicle charging infrastructure
  • Either by a structure of the public electricity network located on the right of way of the building.

Such equipment or structures must be dimensioned so as to be able to supply at least 20% of all parking spaces. The dimensioning of the electrical power supply for the entire building takes into account the complementarity of time and the proliferation of all uses, including charging infrastructure for electric and plug-in hybrid vehicles.

Mandatory pre-equipment installations vary depending on whether the electricity is delivered by:

General low voltage board of the indoor electrical installation of the building

If the electrical energy is delivered by a low voltage switchboard of the indoor electrical installation of the building, located downstream of a delivery point specific or not to the charging infrastructure of electric vehicles, the pre-equipment shall include:

  • This low voltage switchboard of the indoor electrical installation of the building dedicated to the infrastructure for charging electric vehicles
  • The feeder cable connecting to the delivery point specific or not
  • L'specific delivery point installation electric vehicle charging infrastructure, if any.

Pre-equipment includes pitch the terminal circuits of the charging points (power cables and associated protection devices) from the low voltage switchboard.

Construction of the public electricity system on the building right of way

If the electrical energy is delivered directly by a structure of the public electricity network situated on theright of way of the building, so the pre-equipment includes a earthing capability in the vicinity of the conduits for the passage of the electrical cables.

It includes pitch the following:

  • Collective service line to supply parking spaces
  • Collective land pipeline
  • Delivery Points
  • Terminal circuits of delivery points.

Minimum electrical power (PIRVE)

Electrical installations for the charging of vehicles shall:

  • Be dimensioned so that to serve the number of parking spaces subject to the obligation have charging infrastructure.
  • Allow toto convey sufficient electrical power to cover charging infrastructure needs for electric and plug-in hybrid vehicles. This electrical power, noted PRIVATE and expressed in kVA, shall be established taking into account, in particular, the natural increase in consumption and the control of recharging points with a view to optimizing the use of energy at building scale.

The PIRVE power can be modulated by the control of recharging points, in order to optimize the electrical energy needed to power the charging infrastructure of electric and plug-in hybrid vehicles.

The PIRVE values depend on the number of parking spaces in the park:

10 to 20 slots

It also depends on the type of parking. This is linked to:

Residential buildings

The PIRVE power must be at least 15 kVA.

Non-residential buildings

The PIRVE power also depends on the type of vehicle that the parking lot accommodates:

Vehicles for professional use, vehicles of employees or public service agents

The PIRVE power must be at least 15 kVA.

Other vehicles (customers, etc.)

The PIRVE power must be at least 22 kVA.

21 to 40 slots

It also depends on the type of parking. This is linked to:

Residential buildings

The PIRVE power must be at least 22 kVA.

Non-residential buildings

The PIRVE power also depends on the type of vehicle that the parking lot accommodates:

Vehicles for professional use, vehicles of employees or public service agents

The PIRVE power must be at least 22 kVA.

Other vehicles (customers, etc.)

The PIRVE power must be at least 33 kVA.

41 to 100 slots

It also depends on the type of parking. This is linked to:

Residential buildings

The PIRVE power must be at least 30 kVA + 6 kVA per 10 locations above 50.

Example :

A fleet of 78 locations for a residential building will be required to carry a minimum PIRVE of at least 42 kVA.

Non-residential buildings

The PIRVE power also depends on the type of vehicle that the parking lot accommodates:

Vehicles for professional use, vehicles of employees or public service agents

The PIRVE power must be at least 30 kVA + 6 kVA per 10 locations above 50.

Example :

A fleet of 78 locations for a non-residential building to be used for business vehicles, employees' vehicles or public service agents will have to deliver a minimum PIRVE of at least 42 kVA.

Other vehicles (customers, etc.)

The PIRVE power must be at least 44 kVA + 8 kVA per 10 locations above 50.

Example :

A fleet of 78 locations for a non-residential building to be used by clients will be required to deliver a minimum PIRVE of at least 60 kVA.

101 to 200 locations

It also depends on the type of parking. This is linked to:

Residential buildings

The PIRVE power must be at least 60 kVA + 3,6 kVA per 10 locations above 100.

Example :

A fleet of 178 sites for a residential building will be required to deliver a minimum PIRVE of at least 85.2 kVA.

Non-residential buildings

The PIRVE power also depends on the type of vehicle that the parking lot accommodates:

Vehicles for professional use, vehicles of employees or public service agents

The PIRVE power must be at least 60 kVA + 3,6 kVA per 10 locations above 100.

Example :

A fleet of 178 locations for a non-residential building for use by commercial vehicles, employees' vehicles or public service agents will be required to deliver a minimum PIRVE of at least 85.2 kVA.

Other vehicles (customers, etc.)

The PIRVE power must be at least 84 kVA + 5 kVA per 10 locations above 100.

Example :

A fleet of 178 locations for a non-residential building to be used by clients will be required to deliver a minimum PIRVE of at least 119 kVA.

201 or more slots

It also depends on the type of parking. This is linked to:

Residential buildings

The PIRVE power must be at least 96 kVA + 0,2 kVA for each location above 200.

Example :

A fleet of 378 residential building sites will be required to carry a minimum PIRVE of at least 131.6 kVA.

Non-residential buildings

The PIRVE power also depends on the type of vehicle that the parking lot accommodates:

Vehicles for professional use, vehicles of employees or public service agents

The PIRVE power must be at least 96 kVA + 0,2 kVA for each location above 200.

Example :

A fleet of 378 locations for a non-residential building to be used by business vehicles, employees' vehicles or public service agents will be required to deliver a minimum PIRVE of at least 131.6 kVA.

Other vehicles (customers, etc.)

The PIRVE power must be at least 134 kVA + 0.28 kVA for each location beyond 200.

Example :

A fleet of 378 non-residential building locations for customers will be required to deliver a minimum PIRVE of at least 183.84 kVA.

Pilotage and safety

The configuration of the pre-equipped parking spaces shall be compatible with the subsequent setting up of a control of the recharging points.

FYI  

Each electrical circuit in the charging infrastructure downstream of the delivery point must have a protective conductor grounded and meet the safety requirements set out in the regulations for electrical installations of buildings.

Parking lots concerned

An obligation toinstallation of charging stations concerned, since 1er january 2025, buildings existing following:

  • Non-residential that include more than 20 parking spaces
  • Mixed of which more than 20 parking spaces are intended for non-residential use.

The obligation applies only parking lots belonging to buildings owned and occupied by companies more than 250 employees and:

  • On balance sheet above €43,000,000
  • And/or turnover above €50 000 000.

Mandatory infrastructure

These buildings shall have at least one recharging point for plug-in electric and hybrid vehicles. This location must be located on a space with dimensions that allow access for persons with reduced mobility.

These buildings must haveone load point per 20 additional slots.

Example :

A non-residential building with 95 parking spaces shall have at least 4 charging points for electric and plug-in hybrid vehicles, 1 of which shall be accessible to persons with reduced mobility.

Please note

The obligation may be adjusted if substantial work on the adaptation of the electricity network is necessary to fulfill this obligation.
