File a file with the Commission d’authorization d’pursuit (CAE) to practice the profession of doctor (Online Service)
The application for authorization to practice (AE) allows doctors with a foreigners diploma who do not benefit from automatic recognition to practice in France.
This procedure thus enables their professional qualifications to be recognized.
The file must be filed online with the Commission d’authorization d’pursuit (CAE).
Please note
A French national who does not hold a State diploma as a doctor of medicine must apply for an authorization to practice (AE).
The documents to be submitted in the file depend on the country of origin of the diploma:

Diploma obtained in EU or EEA not in conformity
European nationals with a diploma from a Member State of the European Union (EU)or the European Economic Area (EEA)which does not comply with European regulations must apply for a license to practice.
The file includes the following documents:
- Application form for authorization to practice the profession, duly completed and showing, where appropriate, the specialty in which the applicant files his application
- Readable photocopy of a valid identity document on the date of submission of the file
- A copy of the evidence of formal qualifications permitting the pursuit of the profession in the country of acquisition and, where appropriate, a copy of the evidence of formal qualifications as a specialist
- Where appropriate, copies of additional diplomas
- All relevant documents proving continuous training, experience and skills acquired during the professional exercise in a Member State of the European Union or another State party to the Agreement on the European Economic Area, or in a third State (certificates of appointment, activity report, operating report, etc.)
- In the performance of duties in a State other than France, a declaration by the competent authority of that State, less than one year old, attesting to the absence of sanctions
- A copy of the certificates issued by the authorities issuing the evidence of formal qualifications specifying the level of training and, year by year, the details and hourly volume of the courses followed and the content and duration of the validated courses.

Diploma obtained outside the EU or the EEA
When the diploma has been issued by a State out EU (EU)or European Economic Area (EEA), the following steps must be followed before filing a file with the Board of Licensing to Practice (CAE):
- Enroll in the knowledge verification tests (KVTs)
- Complete a competency-building journey called PCC (2 years of paid hospital service on associate practitioner status)
The file includes the following documents:
- Application form for authorization to practice the profession, duly completed and showing, where appropriate, the specialty in which the applicant files his application
- Readable photocopy of a valid identity document on the date of submission of the file
- A copy of the evidence of formal qualifications permitting the pursuit of the profession in the country of acquisition and, where appropriate, a copy of the evidence of formal qualifications as a specialist
- Where appropriate, copies of additional diplomas
- All relevant documents proving continuous training, experience and skills acquired during the professional exercise in a Member State of the European Union or another State party to the Agreement on the European Economic Area, or in a third State (certificates of appointment, activity report, operating report, etc.)
- In the performance of duties in a State other than France, a declaration by the competent authority of that State, less than one year old, attesting to the absence of sanctions
- Detailed curriculum vitae
- Copy of the notification of the results of the knowledge verification tests
- Original of the certificates drawn up by the director of the establishment concerned indicating the status under which the applicant has performed his duties and the working time counted as weekly vacations for associated attachés and half-days for practitioners covered by the other statutes. L

Diploma obtained outside the EU but recognized by the EU or the EEA
European nationals with a diploma from a Member State out EU (EU) but recognized by an EU State or the European Economic Area (EEA) must apply for a license to practice.
The application package includes the following:
- Application form for authorization to practice the profession, duly completed and showing, where appropriate, the specialty in which the applicant files his application
- Readable photocopy of a valid identity document on the date of submission of the file
- A copy of the evidence of formal qualifications permitting the pursuit of the profession in the country of acquisition and, where appropriate, a copy of the evidence of formal qualifications as a specialist
- Where appropriate, copies of additional diplomas
- All relevant documents proving continuous training, experience and skills acquired during the professional exercise in a Member State of the European Union or another State party to the Agreement on the European Economic Area, or in a third State (certificates of appointment, activity report, operating report, etc.)
- In the performance of duties in a State other than France, a declaration by the competent authority of that State, less than one year old, attesting to the absence of sanctions
- Recognition of evidence of formal qualifications and, where appropriate, evidence of specialist training, drawn up by the authorities of the State, Member State of the European Union or of another State party to the Agreement on the European Economic Area, which has recognized such evidence of formal qualifications. Such recognition must enable the beneficiary to practice his profession there
- A copy of the certificates issued by the authorities issuing the evidence of formal qualifications specifying the level of training and, year by year, the details and hourly volume of the courses followed and the content and duration of the validated courses.
