A decree of 18 July 2025 establishes a financial support for part-private fiber connection works, carried out between 1^er September 2025 and May 31, 2027. The text sets out the list of municipalities eligible for the scheme, which for the time being are those belonging to batches 1, 2 and 3 concerned by the shutdown of the copper network at the end of January 2026.

Announced by the Minister of Industry and Energy, this measure is aimed at:

• to individuals ;
• companies with fewer than 10 employees and an annual turnover of less than EUR 2 million.

As a reminder, the closure of the copper network by the operator Orange extends until 2030 according to a schedule defined by the operator. The fiber network will gradually replace ADSL.

This new aid scheme aims to support households where access to fiber is blocked by technical barriers and where the cost of construction is high; it should allow equal access to fiber. It will be subject to resource requirements and you must not have already received assistance for this type of work.

To benefit from the assistance for these connection works, it must be your main residence and " a failure to connect to the fiber optic network must have been noted due to the need to carry out partly privative works’.

The flat-rate aid granted is determined according to the nature of the work to be carried out, classified into three categories: ‘small scale’, ‘medium scale’ or ‘large scale’. The amount of aid to which you are entitled will be notified to you and advanced by the person designated to carry out the connection work.
