Prevention Business Account (C2P)

C2P is a scheme aimed at reducing the effects of employees’ exposure to certain occupational risks. It enables them to train or retrain for a new job, to access a job less exposed or not exposed to these factors. It may also allow them to reduce their exposure to these factors, i.e. reduce their working time without loss of earnings, or even anticipate retirement. We're doing an update on the regulations.
Employees employed by private-law employers and public-sector employees (State, local authority, public establishment, etc.) employed under private-law conditions may acquire rights under C2P.
They must meet the following 3 conditions:
- Be affiliated to the general social security scheme or to the MSA: titleContent
- Have an employment contract of at least 1 month
- Be exposed to at least 1 risk factor above a certain threshold.
Please note
Employees who benefit from special pension scheme (SNCF: titleContent,RATP: titleContent, electricity and gas industries in particular) do not acquire rights under C2P. Their pension scheme includes a specific scheme for recognizing and compensating for exposure to certain risks.
The 6 risk factors to be considered under C2P are:
- Night work
- Repetitive work (involving repeated movements, involving all or part of the upper limb, with a high frequency and at a constrained rate)
- Work in alternating shifts
- Hyperbaric work
- Extreme Temperatures
- Noise.
Exposure to these occupational risk factors is considered only above certain thresholds.
These thresholds are assessed after collective (e.g. sound insulation, mechanical lifting equipment) and individual (e.g. hearing protection helmets) protection measures have been applied by the employer.
C2P is automatically open when the employer declares the employee's exposure to one or more factors of occupational risks taken into account, beyond the thresholds set.
This declaration shall be made via the registered social declaration (DSN) for the general scheme or via the DSN or TESA+ for the agricultural system.
The rules for the acquisition of points differ depending on whether the employee has been present in the company throughout the yearcalendar year or not.

Employee present in the company all year round
Each year, the employee earns 4 points per risk factor to which he is exposed.
For employees born before July 1956, the points are doubled.
Example :
An employee exposed to 3 risk factors acquires 12 points (4 points x 3 factors = 12 points).
If the employee was born before july 1956, he acquires 24 points.
Employee present in the company for part of the year
Each exposure period of 3 months to 1 or more occupational risk factors shall be assigned a number of points equal to the number of occupational risk factors to which the employee is exposed.
Example :
An employee worked in the company of 1er January to June 30 and was exposed to 3 risk factors. It acquires 6 points (2 periods of 3 months x 3 factors = 6 points).
The points earned by the employee are carried over to his account once a year, following the declaration of his employer. The C2P is thus fueled throughout his career.
The points accumulated in the account shall be earned by the employee until they are used up in full or until retirement.
Working with Points
Points earned by the employee may be used for one or more of the following situations:
- Departure in training for positions that are not exposed or less exposed to occupational risk factors
- Part-time earnings without loss of earnings
- Validation of periods of increase in the duration of old-age insurance and allowing to retire earlier
- Financing of a retraining project to access a job not exposed to occupational risk factors (for example, a skills assessment).
The First 20 points C2P are obligatory used for training. This obligation does not apply where the points are used for the financing of a vocational retraining project.
Warning
Depending on the year of birth of the employee, there are exceptions:
- If the employee was born before 1er January 1960, no points are reserved.
- If the employee was born between 1er January 1960 and December 31, 1962, only the Top 10 Points are for training purposes only.

Applications may also be made by post for the following purposes:
- Part-time earnings without loss of earnings (form cerfa no. 15512)
- Validation of quarters of increase in the duration of old-age insurance and allowing to retire earlier (form cerfa no. 15511).
The account holder can access, online, a points statement that allows him to know the number of available points that he acquired and consumed during the previous calendar year, the total number of points registered in his account and the possible uses of these points.
Preventive Business Account - Personal Space
Each year, the managing body at local level (Carsat: titleContent, Cramif: titleContent, or regional funds of the MSA: titleContent) shall inform the employees concerned of the update of the account. This information is provided electronically or by simple mail.
