Assistance in financing pre-employment training

An employer offering pre-employment training can benefit from the Operational Readiness for Individual Employment (OIRP) scheme. This financial assistance enables a candidate to acquire all the skills necessary to take up a job corresponding to an offer submitted to France Travail.

The Operational readiness for individual use (POEI) is financial assistance enabling jobseekers and employees on an integration contract to train in order to be able to respond to a job offer.

This aid may be granted to the employer who undertakes to recruit the jobseeker after the training period.

To benefit from the POEI, the employer must have submitted a job offer to France Travail (formerly Pôle emploi) in a sector that has recruitment difficulties.

The employer commits to hiring the jobseeker.

The employment contract concluded by the jobseeker and the employer must be one of the following:

  • Contract of indefinite duration (CDI)
  • Interim open-ended contract
  • Professionalization contract at least 6 months
  • Apprenticeship contract of at least 6 months
  • Fixed-term contract (fixed-term contract) of at least 6 months
  • Seasonal contract of at least 4 months
  • One or more contracts of assignment concluded with a temporary company of work of at least 6 months within 9 months of the training.

The IPOA is for the employer who hires:

  • Registered jobseeker, whether or not compensated, offered an accommodating job
  • Employee recruited under an employment support contract (CUI-CAE),
  • Employee on an initiative-employment contract (CUI-CIE)
  • Employee on fixed-term contracts in a structure of integration through economic activity (SIAE)

Warning  

a company who has been made redundant for economic reasons in the last 12 months must obtain a derogation from France Travail (formerly Pôle emploi) in order to obtain this aid.

The POE may address a collective of employees. The training then responds to needs identified by a branch agreement or, in the absence of an agreement, by the board of directors of a OPCO (ex-OPCA): titleContent.

The POE: titleContent can finance up to 400 hours training.

The training may be provided by either an in-company training body or an outside body.

A period of on-line training by the employer in the form of tutoring may also be provided. The employer then chooses from among the company's employees a voluntary guardian with at least 2 years of professional experience in relation to the skills necessary to occupy the offer submitted to France Travail. The guardian may not simultaneously carry out his duties in respect of more than 3 jobseekers in operational preparation for individual employment.

External training organization

The external training organization must be declared and qualified certified.

This is a regulation attesting to the ability to deliver quality training.

Without this certification, France Travail (formerly Pôle emploi) will refuse the application for aid.

In-company training

The amount of aid varies according to the cost of the training.

The amount shall not exceed €5 maximum net per tutoring hour.

The aid is paid directly to the employer by France Travail (formerly Pôle emploi).

It is paid after training and at the earliest on the day of hiring.

External company training

The amount of aid varies according to the cost of the training.

The amount shall not exceed €8 maximum net per training hour.

The aid is paid to the training organization by France Travail (formerly Pôle emploi).

It is paid after training and at the earliest on the day of hiring.

The POE: titleContent may be co-financed by theOPCO (ex-OPCA): titleContent to which the employer is subject.

All steps are taken with France Travail (formerly Pôle emploi).

Who shall I contact
  1. You submit a job offer to France Travail (formerly Pôle emploi) (at an agency or 39 95) or to your OPCO (ex-OPCA): titleContent.
  2. You identify a candidate for the job you are proposing after training. France Travail (formerly Pôle emploi) helps you in the search for candidates.
  3. You develop a training plan with France Travail (formerly Pôle emploi). The plan shall specify the following information:  
    • Location of training
    • Educational objectives and the competencies that the candidate must acquire
    • Selected training organization, training content, conditions of completion
  4. You sign an agreement with France Travail (formerly Pôle emploi) (or your OPCO), the training organization and the applicant, before the training begins. This agreement shall specify the following information:  
    • Objectives, duration, funding of training
    • Hiring Forecast Date
    • Type of employment contract covered
  5. You appoint a reference tutor in your company to the future employee
  6. You sign the proposed employment contract
  7. You are addressing France Travail (formerly Pôle emploi) (or your OPCO (ex-OPCA): titleContent) the following:
    • Invoice specifying planned training hours and completed hours
    • Review of the training action
    • Copy of the contract of employment concluded
    • COMPANY RIB (or External Training Provider RIB)
