Government-guaranteed loan (GPL) and Resilience GPL

The PGE (loan guaranteed by the State) "Resilience" open to companies who have suffered the economic consequences of the conflict in Ukraine ended on December 31, 2023. The EMP for companies impacted by the COVID-19 outbreak ended on June 30, 2022.
When companies taking out these loans encounter difficulties in repayment of their maturity, they may, in certain cases, benefit from rescheduling.
The government-guaranteed loan (GPL) to help companies particularly affected by the impact of the COVID-19 epidemic ended june 30, 2022. It is therefore no longer possible to benefit from it.
Companies who encounter difficulties in repaying their maturities may refer the matter to the credit ombudsman or to a departmental adviser for companies in difficulty (previously called the departmental adviser for resolving the crisis).
The Resilience Page was then put in place to support companies that had a significant cash need because of the conflict in Ukraine, for example in the following cases:
- Increase in the price of certain raw materials (cereals, metals, energy)
- Supply Chain Disruption
- Suspension of payments from Russia or Ukraine
- Loss of trade opportunities due to international sanctions
It is no longer possible to benefit from it since the December 31, 2023.

No refund is claimed in the first year.
The loan can be repaid over 6 years maximum.
In the event of difficulties in repaying the EMP, the company has the possibility to refer the matter to the credit ombudsman or to a departmental advisor for companies in difficulty (previously called departmental advisor for resolving the crisis). The choice depends on the amount of the EMP obtained.

PGE up to € 50 000
One TYPE or a SMB which has received a total amount of PGE less than or equal to €50,000 and has difficulty repaying its maturities has to go to its bank.
The latter will then redirect it to the credit ombudsman (if warranted) to request a restructuring of the EMP.
In order to apply to the credit ombudsman, the company must attach the following documents:
- Certificate from a public accountant or auditor that the company is not in default and cannot repay its 2022 installments
- Proof from the bank that it has been contacted by the company and that it directs it to credit mediation

The credit ombudsman shall assess the company's situation and take one of the following decisions:
- Extending the repayment term two more years. Exceptionally, the duration can be up to 4 years.
- Offset by 6 months repayment of the first installment.
FYI
The place agreement of 19 January 2022 between the Banque de France, the Ministry of Economy and the French Banking Federation was renewed on 7 january 2024. It allows SMEs and SMEs facing difficulties in repaying their SMEs to spread the repayment period over two or four years more than the original schedule.
For these companies, the damping period can be up to 10 years (instead of 6 years). Rescheduling may be requested until 31 december 2026.
PGE over €50,000
The company that got a loan greater than €50,000 should contact his departmental advisor for companies in difficulty (previously called departmental advisor for crisis resolution) who will guide him if the situation warrants it towards credit mediation.
