Request assistance from the Social Protection Council for the Self-Employed (CPSTI)

When an individual entrepreneur (craftsman, tradesman, liberal profession, micro-entrepreneur) encounters temporary professional or personal difficulties affecting his activity, he may apply for assistance from the Social Protection Council for the Self-Employed (CPSTI). This aid is intended to keep people in business and to promote the sustainability of individual companies. This mechanism is implemented by the Ussaf and the CPAMs on behalf of the CPSTI.
CPSTI Health and Social Assistance
In order to benefit from this aid, the individual entrepreneur (craftsman, trader, liberal profession, micro-entrepreneur) must carry out his main activity for more than 1 year.
They must also be in one of the following situations:
- One-off economic difficulties (cash flow problems, difficulties in paying personal social contributions). These difficulties can also occur as a result of a natural disaster or bad weather.
- Health problems which have an impact on business continuity and for which specific support may make it possible to reconcile professional activity and the management of the disease.
Depending on the difficulty identified, the Urssaf or the CPAM puts in place appropriate assistance.
Urssaf, on behalf of the CPSTI, implements 4 specific aids:
- Aid to contributors in difficulty (ACED): payment of all or part of the contributions and personal social contributions due from the Urssaf.
- Exceptional financial assistance (TFA): in the event of a serious and unforeseen event that has a severe impact on the continuation of economic activity.
- Retirement assistance (ADR.): for future pensioners who have low incomes and are struggling to pay their last social contributions
- CPSTI emergency aid: for disaster and weather victims
Aid to contributors in difficulty (ACED)
It is intended to cover the payment of all or part of the contributions and personal social contributions due from the Urssaf. This aid guarantees entitlement to benefits in connection with these contributions and allows the continuation of the activity.
In order to be eligible for the DTA, the individual contractor must meet the following criteria:
- Have been affiliated as a self-employed person for more than one year
- Having made contributions and personal social contributions
The individual contractor must complete the following form:
Distressed Contributor Assistance Form (DACF)
After verification of all the administrative criteria and supporting documents, the application is submitted to the Health and Social Action Committee of the CPSTI of the place of professional activity which decides on the award or rejection of the aid according to each situation. The individual contractor shall be informed in writing of the decision taken.
Exceptional financial assistance (TFA)
It may be granted where a serious and unforeseen event has a significant impact on the continuation of economic activity.
The difficulties encountered may be as follows:
- Occurrence of a one-time external event: fire, accident, road works near the activity, etc.
- One-off company economic challenges: loss of market, partner failure, failure to pay a major customer, etc.
- Support for formalities of 1re delisting
To be eligible for this aid, the entrepreneur must meet the following criteria:
- Have been affiliated as a self-employed person for more than one year
- Have made contributions and personal social contributions
- Engaging in self-employment as the main activity
The individual contractor must complete the following form:
Exceptional Financial Assistance Form (TFA)
After verification of all the administrative criteria and supporting documents, the application is submitted to the Health and Social Action Committee of the CPSTI of the place of professional activity which decides on the award or rejection of the aid according to each situation. The individual contractor shall be informed in writing of the decision taken.
Retirement assistance (ADR.)
This assistance may be requested by future retired craftsmen and traders with low incomes and who are struggling to pay their last contributions and personal social contributions.
The individual contractor must complete the following form:
The health and social action commission of the Urssaf is examining the case. It shall inform the contractor of the decision and of the amount of any aid granted.

Emergency financial assistance
It is granted to self-employed workers who are victims of disasters (e.g. floods) or storms (storms). It is called upon to meet the most urgent needs of all those who carry out their activities on a geographical area impacted by this event type.
To be eligible for this aid, the entrepreneur must meet the following criteria:
- Contribute as self-employed principal
- Not combining employment and retirement
The individual contractor must complete the following form:

It is not necessary for the phenomenon to be classified as a natural disaster by the State services in order to benefit from this aid.
After verification of all the administrative criteria and supporting documents, the application is submitted to the Health and Social Action Committee of the CPSTI of the place of professional activity which decides on the award or rejection of the aid according to each situation. The individual contractor shall be informed in writing of the decision taken.
CPAM, on behalf of the CPSTI, implements three specific aids:.
- Respite aid : accompanies the self-employed worker (craftsman or trader) who has to reduce his activity or whose normal activity is impaired by the situation of a loved one who is losing his autonomy.
- Support for support to remain in the activity (AMA) : complements the occupational disintegration prevention scheme of the Sickness Insurance scheme to take account of the situation of the self-employed worker.
- Exceptional financial assistance (TFA) for the disabled : responds to significant cash flow problems of a self-employed worker (craftsman or trader) who is disabled.
Respite aid for self-employed workers
In order to reduce the professional impact resulting from the care of a relative, the sole trader may request a respite aid, to accompany a loved one in a situation of long-term illness, illness, disability, accident or aging.
To be eligible for this aid, the entrepreneur must meet the following criteria:
- Be active as a self-employed worker or as a worker-partner in the craft sector or as a trader (activity carried out primarily in the case of polyactivity)
- Being a caregiver to a parent
The individual contractor must complete the following form by ticking the box "Respite support for the active self-employed worker":

After verification of all administrative criteria and supporting documents, the application shall be submitted to the Committee for Health and Social Action of the CPSTI of the place of usual residence for decision. A notification shall be sent as soon as the CPSTI has taken a decision.
Support for support to remain in the activity (AMA)
In order to be eligible for WADA, the individual contractor must meet the following criteria:
- Be active self-employed person or canceled for less than 18 months
- Being off work
- Being in a state of health could jeopardize business continuity
The individual entrepreneur must fill out the following form and tick the box "support for continuing the activity"
Specific aid form for self-employed persons (health and social work)
After verification of all administrative criteria and supporting documents, the application shall be submitted to the Committee for Health and Social Action of the CPSTI of the place of usual residence for decision. A notification shall be sent as soon as the CPSTI has taken a decision.
Exceptional financial assistance (TFA) for the disabled
This means supporting the entrepreneur when a serious and unexpected event jeopardizes the continuation of his economic activity.
Difficulties can result from any of the following:
- Occurrence of one-off external event (fire, accident, road works near the activity, etc.)
- One-off economic difficultiesthe company (loss of business, partner failure, failure of a major customer, etc.).
To be eligible for this aid, the entrepreneur must meet the following criteria:
- Be active
- Be disabled as a self-employed person
- Have made contributions and personal social contributions since their installation
The individual contractor must complete the following form by checking the box "Exceptional financial assistance for the disabled":
