Extended Responsibility of Building Craftsmen (EPR Building, waste from PMCB)

Professionals working in the construction sector are concerned by the Extended Producer Responsibility (EPR) of Building Construction Products and Materials (BCP), as waste holder or possibly as a marketer (if the company manufactures, imports or markets under its trademark building products or materials).

The holders of less than 1 ton of waste who deposit them at the collection point do not need to declare this deposit.

When carrying out works (construction, renovation, demolition), site waste are produced. Holders of such waste shall be obliged to:

  • Sort at Source such waste, respecting the regulatory sorting flows : wood, metals, plaster, plastic, glass, mineral fraction, etc.
  • Bring the sorted waste appropriate take-back points (industrial waste facilities, take-back platforms set up by eco-organizations).

The company is not subject to the obligation to separate construction and demolition waste in each of the following cases:

  • He cannot assign, on site, an area of at least 40 m² for the storage of waste.
  • Or the total volume of waste generated over the entire duration of the work, regardless of the waste, is less than 10 m3.

It is not necessary to make a declaration to benefit from this exemption.

However, in order to carry out potential checks, it is essential to retain all the relevant elements justifying the absence of the establishment of sorting at source of construction and demolition waste.

Companies concerned by the EPR

Companies subject to Extended Producer Responsibility (EPR) for the building are those that develop, manufacture, handle, process, sell or import construction products or materials.

Obligations of companies subject to EPR

Companies subject to EPR have the obligation from:

  • Either contribute to a approved eco-body. Companies subject to EPR shall make a financial contribution. This is the option generally favored by companies subject to EPR.
  • Either set up an individual system collection and processing approved. This possibility is more rare and complex.

  • Get a unique identifier (UID) and include it in certain documents
  • Perform a annual declaration, in particular as regards the quantity of products and materials placed on the market
