This model can be used by purchasers after any procedure concluded pursuant to Ordinance No. 2015-899 of 23 July 2015 on public procurement and its Implementing Decree No. 2016-360 of 25 March 2016.

In order to simplify the submission of tenders, those provisions shall no longer require candidates tendering alone or in a grouping to sign the tender submitted. Form ATTRI1 shall only be requested at the end of the procedure to formalize the contract or the framework agreement concluded.

The buyer completes the entries before sending it, without his signature, to the supplier or representative of the grouping to which he intends to award the contract.

The latter then fills in the fields that could not be filled in by the buyer, signs it and returns it.

In the case of a grouping, the form may either be signed by all the members of the grouping, in the absence of a representative authorized to sign the grouping's tender, or by the representative who has received a mandate to sign the grouping's tender and who then produces in an annex to form ATTRI1 the credentials issued by the other members of the grouping.
