Any voluntary operation resulting in the destruction of the wooded condition of land and terminating its forest use shall be considered as land clearing and shall require prior authorization, unless it is the indirect consequence of company operations in application of a public utility easement (e.g. energy supply).

The filing of the application shall not be equivalent to authorization.
