Creation of the parental premium and changes in the taking into account of maternity daily allowances

In order to increase the amount of the pension of insured persons who have experienced career breaks due to the birth, adoption or upbringing of a child, the pension reform introduced the "parental benefit" scheme for persons over 63. In addition, the calculation of the pension will now include the daily maternity insurance benefits paid before 2012.

The parental benefit: a system in favor of parents

This new scheme concerns mothers and fathers who receive a full retirement pension. Its aim is to prevent mothers from being penalized by the extension of the statutory retirement age to 64.

The parental premium corresponds to an increase in the basic retirement pension 1.25% per additional completed quarter worked between the ages of 63 and 64. That's up to 5% for a whole year.

To benefit from it, you must:

  • be at least 63 years of age;
  • benefit from at least one additional term of child insurance (maternity, adoption, education, disabled child, parental leave);
  • have reached the insurance period required to obtain the full rate (i.e. 43 years).

The Decree of 21 August 2023 also increases the premium rate for the liberal professions 0.75% per quarter completed before 1er September 2023 and 1.25% per quarter completed thereafter.

Please note

The reform also allows the mother to obtain a minimum of 2 additional quarters for the adoption or upbringing of a child.

Integration of maternity daily allowances before 2012 in the calculation of the pension

At 1er september 2023, daily allowances paid during maternity leave before 1er january 2012 will also be taken into account in the assessment of the average annual salary used as a basis for the calculation of the retirement pension.

Thus, these per diems will be taken into account in the calculation of the average of the best 25 years.
