Training aid in the case of the hiring of a jobseeker

An employer who undertakes to hire a jobseeker or an employee on an integration contract may receive training aid. It is funded by Pôle emploi. The training is used to acquire skills related to the duties of the position. There are 2 aids: operational preparation for individual employment (POEI) and pre-recruitment training (AFPR).

PEAR

Operational readiness for individual employment (POEI) is a financial aid that enables the jobseeker and the employee on an integration contract to train in order to be able to respond to a job offer.

This aid may be granted to the employer who undertakes to recruit the jobseeker after the training period.

In order to benefit from the POEI, the employer must have submitted a job offer to Pôle emploi in a sector with recruitment difficulties.

The employer commits to hiring the jobseeker.

The employment contract of the job seeker hired must be one of the following contracts:

if the employment contract is part-time, the weekly working time must be equal to or greater than 20 hours.

The IPOA is for the employer who hires:

  • Registered jobseeker, whether or not compensated, offered an accommodating job
  • Employee recruited under an employment support contract (CUI-CAE),
  • Employee on an initiative-employment contract (CUI-CIE)
  • Employee on fixed-term contracts in a structure of integration through economic activity (SIAE)

Warning  

a company which has been made redundant for economic reasons in the last 12 months must obtain a derogation from Pôle emploi in order to obtain this aid.

The POE may address a collective of employees. The training then responds to needs identified by a branch agreement or, in the absence of an agreement, by the board of directors of a OPCO (ex-OPCA): titleContent.

The POE: titleContent can finance up to 400 hours training.

The training may be provided by either an in-company training body or an outside body.

A period of on-line training by the employer (in the form of tutoring) may also be provided.

External training organization

The external training organization must be declared and qualified certified.

This is a regulation attesting to the ability to deliver quality training.

Without this certification, Pôle emploi will refuse the request for assistance.

In-company training

The amount of aid varies according to the cost of the training.

The amount shall not exceed €5 maximum net per training hour.

The aid is paid directly to the employer by Pôle emploi.

It is paid after training and at the earliest on the day of hiring.

External company training

The amount of aid varies according to the cost of the training.

The amount shall not exceed €8 maximum net per training hour.

The aid shall be paid to the training organization by Pôle emploi.

It is paid after training and at the earliest on the day of hiring.

The POE: titleContent may be co-financed by theOPCO (ex-OPCA): titleContent to which the employer is subject.

Who shall I contact
  1. You submit a job offer in Pôle emploi (at an agency or on 39 95) or with your OPCO (ex-OPCA): titleContent.
  2. You identify a candidate for the job you are proposing after training. Pôle emploi helps you find a candidate.
  3. You develop a training plan with Pôle emploi. The plan shall specify the following information:  
    • Location of training
    • Educational objectives and the competencies that the candidate must acquire
    • Selected training organization, training content, conditions of completion
  4. You sign an agreement with Pôle emploi (or your OPCO), the training organization and the applicant, before the training begins. This agreement shall specify the following information:  
    • Objectives, duration, funding of training
    • Hiring Forecast Date
    • Type of employment contract covered
  5. You appoint a reference tutor in your company to the future employee
  6. You sign the proposed employment contract
  7. You are addressing Pôle emploi (or your OPCO (ex-OPCA): titleContent) the following:
    • Invoice specifying planned training hours and completed hours
    • Review of the training action
    • Copy of the contract of employment concluded
    • COMPANY RIB (or External Training Provider RIB)

AFPR

Pre-recruitment training (AFPR) is a financial aid scheme that enables jobseekers to train to respond to a job offer for which they lack skills. This aid may be granted to an employer who is facing recruitment difficulties. The employer undertakes to train a jobseeker or an employee on an integration contract and to recruit him at the end of the training.

The employer may benefit from theAFPR: titleContent if he has made an offer of employment to Pôle emploi and undertakes to hire the jobseeker after training.

The employment contract must be one of the following:

  • Fixed-term contract (fixed-term contract) of 6 to 12 months maximum
  • Intermediate for at least 6 months during the 9 months following training
  • Contract of professionalization of less than 12 months

If the employment contract is part-time, the weekly working time must be at least 20 hours.

Pre-recruitment training is aimed at job seekers registered in Pôle emploi, with or without compensation.

The AFPR can finance up to 400 hours training.

Training may be provided by either the future employer directly in-house (mentoring), an in-company training body or an outside body.

External training organization

The external training organization must be declared and qualified certified.

This is a regulation attesting to the ability to deliver quality training.

Without this certification, Pôle emploi will refuse the request for assistance.
