What is the Single Insertion Contract (CUI)? It combines training and/or professional support for its beneficiary and financial assistance for the employer. This aid may vary, in particular, depending on the region and the public receiving it. The purpose of the UIC is to make it easier for people who have difficulty finding a job to be hired. The employment support contract (CUI-CAE) is intended for the non-market sector and the employment initiative contract (CUI-CIE) for the market sector.
CUI-CAE
The CUI is an employment contract concluded between:
- An employer who will receive financial assistance
- And an employee who will benefit from assistance with professional integration.
The CUI-CAE is aimed at the non-commercial, public or voluntary sector (examples: town hall, departmental council, company committee).
The CUI-CAE is the contractual framework within which the Skills Employment Path (JEP) takes place.
The JEP includes:
- A tripartite interview that brings together the prescriber (examples: Cap emploi, France Travail), the employer and the future employee at the time of signing the request for assistance.
This interview allows the formalization of commitments and the declassification of the skills that the position should allow to acquire among the skills defined in an online form - Dematerialized follow-up during the contract, which may take the form of a booklet
- An exit interview between the prescriber and the employee, depending on the needs of the person, between 1 and 3 months before the end of the contract.
Duration of the Skills Journey
The target length of a journey is 12 months (one year) and the initial agreements cannot be less than 9 months.

General case
The CUI is a contract of employment under private law.
It shall be concluded for a fixed or indefinite period.
Where it is of a fixed duration:
- Its minimum duration is 6 months (3 months for convicted persons benefiting from a sentence adjustment)
- The maximum duration, including renewals and extensions, is 2 years.
Employee aged 50 and over
The CUI is a contract of employment under private law.
It shall be concluded for a fixed or indefinite period.
The maximum duration of a CUI in CDD can be increased to 5 years for persons aged 50 years and over at the time of signing the CUI.
It may be extended for employees aged 58 or over until the date on which they are entitled to claim their retirement rights.
Disabled person
The CUI is a contract of employment under private law.
It shall be concluded for a fixed or indefinite period.
The maximum duration of a UIC in fixed term contracts may be increased to 5 years for recognized persons disabled workers.
FYI
In the context of an EAC, the CSD may be extended beyond 2 years to allow completion of a vocational training action in progress.
Possible Employers
Employers eligible to enter into an IBU-EAC are:
- Territorial community (examples: a town hall, a department, a region)
- Other legal persons governed by public law (e.g. educational establishments)
- Combination
- Company in charge of the management of a public service (e.g. household waste collection company).
The purpose of the CUI is to facilitate the integration into the labor market of unemployed persons who encounter particular social and occupational difficulties in gaining access to employment.
This is in particular of the following persons:
- Long-term unemployed
- Senior
- Disabled worker
- A person who is receiving one of the following social minima: active solidarity income (SSA), specific solidarity allowance (SSA), Disabled Adult Allowance (DAA).
To obtain a CUI, you need to be in contact with a professional who provides personalized follow-up to your professional integration.
This professional may be:
- The departmental council for the beneficiary of the RSA
- France Labor (formerly Pôle emploi) for the jobseeker
- The local mission for the young person enters 16 and 25 years
- Job heading for a disabled person.

If the criteria of the CUI are met, the application is then presented to employers proposing a job related to the profile.

Application for aid - Single Insertion Contract (CUI)
Hours of work are fixed at least 20 hours a week.
Exceptionally, the working time may be below this threshold for employees with particularly serious difficulties (e.g. disability).
The salary shall be at least equal to Smic: titleContent raw time (€11.88) times the number of hours worked.
The person in CUI is supported by a referent responsible for the personalized follow-up of his career path.
It is assisted and advised by an experienced employee of the structure that employs it, called guardian.
The employer has an obligation to provide for actions:
- Vocational training
- And from validation of experience.
The employee may benefit from:
- Of a conversion or promotion by alternation (ex-period of professionalization), called Pro-A.
- From periods of work placement with another employer to discover a new trade or industry.
Warning
The duration of each period of placement in an occupational environment may not exceed 1 month (from date to date).
The cumulative duration of all these periods during the CUI may not exceed 25% the total duration of the contract.
The person in an IWC may suspend his or her contract to complete a probationary period in connection with a job offer.
This must be a contract hire:
In the event of employment following the workplace assessment or probationary period, the UIC is terminated without notice. It's a case of lawful resignation.
A certificate of professional experience is drawn up by the employer and given to the employee 1 month before the end of the CUI.
Please note
the employee on fixed-term contracts in the context of an UIC does not receive of precarious allowance at the end of the contract.
The person in CUI is classified as category E : the person is employed and is not obliged to perform acts related to the search for employment.
CUI-CIE
The CUI is an employment contract concluded between:
- An employer who will receive financial assistance
- And an employee who will benefit from assistance with professional integration.
The CUI-CIE concerns the commercial, industrial and commercial sector (examples: employers who contribute to the unemployment insurance scheme).
