Parking permits and road permits

To occupy or perform work on the public road domain, you must obtain a Temporary Occupancy Permit (TAA). There are 2 types of AOT. The parking permit is required for operations that do not affect the ground. The road permission concerns works which modify the ground or subsoil of the public road area. We're explaining the regulations.
FYI
The motorways conceded toll charges are not affected.
Parking Permit
The parking permit allows you to occupy the public domain of roads without doing work that affects the basement.
You must obtain this permission for the following operations:
- Installation of rubble dump, scaffolding or trellis on the sidewalk
- Deposit of materials needed for a construction site (e.g. sand heap)
- Temporary parking of machinery (crane, pod truck, etc.), construction barracks, sales offices, pickup trucks, moving trucks or furniture hoists, for example.
You must make your request, giving the nature and date of the work, using the following form:
You must attach the following documents to your file:
- 1/10,000 or 1/20,000 Scenario Plane
- Precise location plan at scale 1/1 000 or 1/2 000e
- Photo of the location.
Other documents listed in the form may be requested depending on your project.
If the construction site affects public traffic, the application must be accompanied by a application for a traffic order for setting up a signaling system.
Traffic restrictions may, for example, take one of the following forms:
- Road Closure to Traffic
- Alternating traffic by traffic lights or manually (neutralization of a track)
- Pavement Restrictions
- Tilting on opposite pavement for roads with separate carriageways
- Prohibitions on driving, parking or exceeding by category of vehicle
- Priority schemes
- Speed, gage or weight limitations.
You must use the following form:
Request for a traffic police order
Attach the following documents to your file:
- Detailed instructions, including an assessment of the discomfort caused to users
- Situation plan 1/10 or 1/20,000e
- Work plan 1/200 or 1/500e
- Signaling scheme
- 1/2,000 or 1/5,000 deviation routee.
You must send your parking permit file to the authority in charge of the traffic police. You can drop it off on site or send it by mail, preferably in RAR: titleContent.
The recipient is different if your request concerns a built-up area, a departmental road, a national road or an unlicensed motorway.

In built-up areas
You must send your file to the town hall for roads within the built-up area, with the exception of roads classified as major traffic. In some cities, you have to send your request to theEPCI: titleContent.
Departmental roads
You must send your file to departmental council road service.
National roads and unlicensed motorways
You must send your file to the interdepartmental road authority (Dir: titleContent) for motorways, national roads and roads classified as major traffic in built-up areas.
Instruction time is 2 months maximum. In the absence of a reply within this period, the permit shall be deemed to have been refused.
Warning
The parking permit cannot be tacitly renewed. To extend your authorization, you must reapply.
The parking permit takes the form of a decree road works for a fixed term and, where appropriate, a traffic order which permits the interruption or alteration of traffic.
Some town halls issue a badge to be affixed to the vehicle concerned or an authorization to be displayed visibly from the public road at the site of the construction site.
The parking permit is precarious and revocable.
Occupation or use of the public domain shall give rise to payment of a fee. The managing authority of the public domain (common or EPCI: titleContent, county council, Dir: titleContent) determines the fee rate.
The authorization may be issued free of charge for various operations, including:
- Ensuring the preservation of the public domain
- Carrying out the tasks of the State services responsible for peace, security and public order or border control at airports, ports and railway stations
- Perform work related to railway or guided public transportation infrastructure.
The authorization may be issued free of charge to associations non-profit which contribute to the satisfaction of a general interest.
Your parking permit sets the legal and financial conditions for occupying the public domain.
While the work is being carried out, you must take into account safety in the public interest (e.g. maintaining pedestrian crossings and free access for emergency vehicles). You must also repair the damage to the roadway and restore the premises to good condition at the end of the authorization.
The administration may withdraw the authorization in the following cases:
- Failure to comply with technical or financial conditions
- Failure to comply with the deadline
- End of time limit
- Grounds of public interest.
You risk a fine for 4th class contraventions, until €750 in the following 2 cases:
- Failure to comply with the rules of the road order on the occupied space or periods of occupation resulting in a hindrance to free movement on the public road
- Unnecessary deposit of materials or articles which impede or impair the freedom or safety of passage, including garbage or waste.
Permission to Road
Road permission is a temporary authorization. It allows you to occupy the public domain. It applies to works that change the public domain on the ground or in the subsoil, such as the following operations:
- Creation on a sidewalk of an access boat (or cart entrance) to a private property or a garage
- Construction of a petrol station
- Installation of bus stop, newsstand or street furniture (kiosk, commercial sign, sign ...)
- Piping and other underground networks
- Installation of fences or fences on site sealed in the ground for example.
You must make your request, giving the nature and date of the work, using the following form:
