Craftsmen: giving customers the bonus of repairs

Some craftsmen may give their customers lower prices thanks to the repair bonus. They must be labeled to be entitled to it. Explanation of the operation of the repair fund, the labeling process and the payment of the repair bonus.

What are the fund and the repair bonus?

The companies placing on the market (manufacture, sale, etc.) certain waste-generating products are required to to finance eco-organisms ” : they are subject to Extended Producer Responsibility (EPR).

These eco-organizations use a portion of their budgets to fund funds dedicated to repairs. The purpose of these funds is to contribute to the financing of the cost of repairing waste-generating products.

This financial contribution shall be made by the payment of a repair bonus to the craftsman.

The bonus amount must be passed on to the cost of repair to the customer.

Example :

A customer wants to change the zip of a jacket at his designer label.

  • The repair bonus for changing a zip of more than 20 cm is €14 (this amount shall be fixed by the eco-body responsible for the EPR sector on textile and clothing products).
  • The designer defines a price for changing the zip: €60.
  • The designer changes the zip. Customer pays €46 (€60 - €14).
  • The couturier sends a copy of the invoice to the organization that has certified it.
  • The organization shall pay the designer the amount of the repair bonus : €14.
  • So the designer was paid €60 (€46 by the customer and €14 via the repair bonus). This is the price he set for the repair.

Is the repair fund linked to the Reparative label of the CMA and ADEME?

No, the repair fund is not linked to the Reparator label.

Products concerned

The professionals who can give their customers the repair bonus are the repairers of the following products :

  • Electrical and electronic equipment (EEE), whether intended for use by individuals or professionals
  • Furnishing elements, including cushioned products for sitting or sleeping and textile decorative elements
  • Textile products for clothing, footwear or household linen intended for individuals and textile products for the house
  • Toys
  • Sports and leisure equipment, including bicycles and non-motorized transport equipment (scooters, skateboards, etc.)
  • DIY and garden items

Please note

Some of these products are not not yet eligible for labeling. Implementation may be gradual during the first years following the establishment of the sector.

Excluded Repair Operations

Certain operations can never receive the repair bonus. The customer will not be able to benefit from the repair bonus, and the repairer will not be able to claim a refund of a repair bonus paid in error to his customers.

These are repair operations of the following categories:

  • Taking place at a long distance from the place where the product to be repaired was deposited by the customer (not respecting the principle of proximity)
  • Carried out within the framework of the legal guarantee of conformity or a other commercial guarantee

The labeling criteria repairers shall include:

  • The commitment of the craftsman of provide a commercial guarantee at least 3 months to the customer receiving the repair
  • The commitment to inform the consumer of the conditions for the fund's participation in the financing of the repair, by:
    • One readable display from outside the room where the repair is proposed
    • One mention on the website of the repairman when he has one
  • Conditions for professional qualification (e.g. a diploma or certification attesting to the competence of the repairman)

The labeling process differs by sector. The eco-organisms financed by companies subject to Extended Producer Responsibility (EPR) are responsible for providing, in accordance with a specification:

  • The labeling process, including its cost to the craftsman
  • The list of products eligible for the repair bonus

Clothing, shoes, or household linen

Sports and leisure equipment

DIY and garden items

The label to benefit from the repair fund for thermally powered machinery and apparatus (mowers) is the RepairBonus label. All relevant labeling information is available on a dedicated page:

Other labels to benefit from the repair fund for others DIY and garden goods could be created by other eco-organisms in the sector (EcoDDS and Ecomaison).

The amount of the repair bonus is always at least equal to 10% estimated repair costs products.

The products concerned and amounts bonuses are defined by the organization that has labeled the craftsman. These are usually packages based on the type of product and the nature of the repair.

Once the craftsman has been certified, he can give his customers the bonus of repair.

For this, the craftsman must to inform the consumer on the amount of the repair bonus and the total cost of the repair after deduction of the bonus.

The craftsman must to appear on the invoice :

  • The total price
  • The amount of the repair bonus
  • The total cost of repair (after deduction of the bonus) which must be paid by the customer

Reminder

The certified craftsmen undertake to:

  • Provide a commercial guarantee at least 3 months to the customer receiving the repair
  • Inform the consumer of the conditions for the fund's participation in the financing of the repair, by:
    • One readable display from outside the room where the repair is proposed
    • One mention on the website of the repairman when he has one

In order to be reimbursed for the repair bonuses paid to its customers, the certified repairman must provide a copy of invoices related to the repair operations concerned. The person to whom this copy should be sent must be indicated by the body which has certified the craftsman.

The amount of repair bonuses paid by the certified repairman to customers is refunded within 30 days from the receipt of the duplicate invoice for the repair.
